Too often too many people believe that the responsibility of developing the culture within an organization is the responsibility of the HR department and function. This couldn't be further from the truth. While the HR department may have a role in helping to define what the desired culture should be or could be as part of the senior leadership team, it is leadership's responsibility at all levels of the organization that have the responsibility to create the desired culture with every decision and action that they undertake. Every leadership action can be viewed as having a positive or negative cultural impact. Every action can help to move the organizational culture closer to the desired state, or it erodes the culture further away from it. The responsibility for organizational culture cannot be left to HR to define and preside over in creating - in fact, the historical record would indicate that doing so has been a failure. It is also an abdication of the responsibility that each leader has in creating the culture that one desires. All leaders are HR leaders. Leaders must not stand by and ignore their responsibility in creating a more positive organizational culture.
