Personal growth is far too important to be left to chance or to the whims of others.  Instead, it must be approached with intention and a consciousness controlled by ones self.  Can you imagine for a moment someone reflecting upon their lack of personal growth and development and then simply sitting their waiting for someone else to take the lead to address the identified gap?  It is almost ludicrous in it's thought.  Personal growth is, well, personal.  It must be the result of deep reflection on what is needed, clear intention, and positive action to address the gap.  No one else should have more concern, more accountability and more ownership of your own personal growth than you do.  And with this focus your personal growth will be more fulfilling, focused and complete for what it is you need.
